सार

राजकोषीय नीति सरकारी व्यय, कराधान और उधार का प्रयोग करती है; बजट इसका मुख्य साधन है और घाटे इस अंतर को मापते हैं।

मुख्य बिंदु

• अनुच्छेद 112: वार्षिक वित्तीय विवरण; अनुच्छेद 114: विनियोग विधेयक; अनुच्छेद 110: धन विधेयक।
• राजकोषीय घाटा = कुल व्यय − (राजस्व प्राप्तियाँ + गैर-ऋण पूँजीगत प्राप्तियाँ)।
• राजस्व घाटा = राजस्व व्यय − राजस्व प्राप्तियाँ; प्रभावी राजस्व घाटा = राजस्व घाटा − पूँजीगत परिसंपत्तियों के निर्माण हेतु अनुदान।
• प्राथमिक घाटा = राजकोषीय घाटा − ब्याज भुगतान।
• FRBM अधिनियम (2003) राजकोषीय अनुशासन के लक्ष्य तय करता है।
• 2017 से बजट 1 फ़रवरी को प्रस्तुत होता है और रेल बजट केंद्रीय बजट में विलय कर दिया गया है।
