Chapter overview

Rural local government in India is called the Panchayati Raj system. It has three tiers: the gram panchayat at the village level, the panchayat samiti at the block level and the zila parishad at the district level. The gram sabha, made up of all adult voters of the village, is the foundation of the system.

Structure of Panchayati Raj

  • The 73rd Constitutional Amendment (1992) gave constitutional status to panchayats; 24 April is observed as National Panchayati Raj Day.
  • Gram sabha: all persons aged 18 and above whose names are on the village voters' list; it meets to discuss plans and review the panchayat's work.
  • Gram panchayat: elected ward members (panch) and a head called the sarpanch or pradhan; a panchayat secretary keeps records.
  • Panchayat samiti works at the block level and zila parishad at the district level, linking villages with higher levels.

Functions of the gram panchayat

  • Building and maintaining village roads, drains, wells, ponds and street lights.
  • Keeping records of births and deaths, and implementing government schemes for health, education and employment.
  • Raising funds through local taxes such as on houses and markets, and receiving grants from the government.

Participation and good examples

  • One-third of seats in panchayats are reserved for women, and many states reserve half; seats are also reserved for SC and ST.
  • Child-friendly panchayats involve children's views on schools, safety and play spaces.
  • Active sarpanches have improved water supply, sanitation and schools by involving villagers.

Important questions with answers

What is the gram sabha?2 marks

The gram sabha is the assembly of all adults aged 18 years and above whose names are on the voters' list of the village. It meets to discuss development plans, approve the panchayat's budget and review its work, making the panchayat accountable to the people.

Describe the three-tier structure of the Panchayati Raj system.3 marks

At the village level is the gram panchayat, made up of elected ward members and the sarpanch, which looks after village needs. At the block level is the panchayat samiti, which coordinates the work of several gram panchayats. At the district level is the zila parishad, which plans development for the whole district and links panchayats with the state government.

What are the functions of a gram panchayat? How does it get funds, and how do people participate?5 marks

A gram panchayat builds and maintains village roads, drains, wells, ponds, hand pumps and street lights; it keeps records of births and deaths; it looks after sanitation and cleanliness; and it implements government schemes for health, education, housing and employment. It gets funds from local taxes such as on houses, land and markets, from fees, and from grants given by the state and union governments. People participate through the gram sabha, where all adult voters discuss plans, suggest priorities and question the panchayat on its spending. Reserved seats for women, Scheduled Castes and Scheduled Tribes ensure that weaker sections have a voice, and child-friendly panchayats invite children's views. In this way decisions are made close to the people, which is the essence of grassroots democracy.

Quick revision

  • Three tiers: village, block, district.

Exam tips

  • Draw the three tiers as a pyramid: gram panchayat at the bottom, panchayat samiti in the middle, zila parishad at the top.
