Chapter overview

Rural development means improving the economic and social well-being of people in villages, where most of India's poor live. It needs better rural credit, efficient agricultural marketing, diversification into new activities, infrastructure, education and health. Institutions such as NABARD, cooperatives and self-help groups, and movements such as Operation Flood, have played an important role.

Rural credit

  • Farmers need credit for seeds, fertilisers, equipment and family needs; earlier they depended on moneylenders who charged very high interest.
  • NABARD (1982) coordinates rural finance; commercial banks, regional rural banks and cooperatives provide institutional credit.
  • Self-help groups (SHGs) pool small savings and give micro-credit, especially to rural women.

Agricultural marketing

  • Agricultural marketing covers assembling, storing, processing, transporting, packaging, grading and selling produce.
  • Regulated markets, cooperative marketing, storage facilities, the Minimum Support Price and buffer stocks protect farmers from exploitation and price falls.
  • Direct sales and online markets reduce the role of middlemen.

Diversification and sustainability

  • Diversification into animal husbandry, dairy, fisheries, horticulture and non-farm work reduces risk and creates jobs.
  • Operation Flood (from 1970) built dairy cooperatives and made India a leading milk producer; this is called the White Revolution.
  • Organic farming avoids chemical fertilisers and pesticides, protecting soil and health.

Important questions with answers

What is the role of self-help groups in rural credit?2 marks

Self-help groups are small groups, often of women, who save small amounts regularly and lend to members at reasonable interest. They provide micro-credit without collateral, reduce dependence on moneylenders, link members with banks and help them start small businesses, empowering rural women.

What measures have been taken to improve agricultural marketing?3 marks

Regulated markets were set up to ensure fair practices; storage facilities and cold storage were built; cooperative marketing helped farmers get better prices; the government announces Minimum Support Prices and maintains buffer stocks; the Public Distribution System supplies grains to consumers; and direct sales and online markets reduce middlemen.

Discuss the key issues of rural development in India and the measures taken to address them.5 marks

Rural development aims at improving the economic and social well-being of rural people. One key issue is credit. Farmers earlier depended on moneylenders and fell into debt traps. The government expanded institutional credit through commercial banks, regional rural banks and cooperatives, coordinated by NABARD since 1982, and self-help groups now provide micro-credit, especially to women. A second issue is agricultural marketing. Farmers suffered from middlemen, faulty weights and lack of storage. Regulated markets, cooperative marketing, warehouses, Minimum Support Prices, buffer stocks and the Public Distribution System were introduced, and direct and online markets are growing. A third issue is diversification. Dependence on crop farming is risky, so animal husbandry, dairy, fisheries, horticulture and non-farm activities are promoted; Operation Flood made India a leading milk producer. A fourth issue is sustainability; organic farming protects soil and health. Rural development also requires roads, electricity, irrigation, education, health care and skill training. Despite progress, problems such as small landholdings, low productivity and inadequate infrastructure remain.
