सार

विधानमंडल कानून बनाते हैं, बजट स्वीकृत करते हैं और सरकारों को जवाबदेह रखते हैं; उनकी प्रभावशीलता विचार-विमर्श, समितियों और दल-बदल विरोधी नियमों पर निर्भर करती है।

मुख्य बिंदु

  • छह राज्यों में विधान परिषदें हैं (आंध्र प्रदेश, तेलंगाना, कर्नाटक, महाराष्ट्र, बिहार, उत्तर प्रदेश); अनुच्छेद 169 उनके गठन या उन्मूलन को नियंत्रित करता है।
  • संसदीय विशेषाधिकार अनुच्छेद 105 (संसद) और 194 (राज्य विधानमंडल) के अंतर्गत हैं।
  • दसवीं अनुसूची (52वाँ संशोधन, 1985) दल-बदल से निपटती है; 91वें संशोधन (2003) ने "विभाजन" का अपवाद हटाया।
