निर्णय-क्षमता के प्रश्न प्रशासनिक या पारस्परिक स्थितियाँ प्रस्तुत करते हैं; सबसे अच्छा विकल्प कानूनी, निष्पक्ष, जनहितकारी और व्यावहारिक होता है।
